Unfortunately, there ain't no list that can tells us which is it. You can check with the item refinery NPC and view your premium items. If it's clickable, then it can be refined.

typically the items you can refine are: permanent wing costume, permanent costume, unequipped 30 days wings and costume, and permanent pets.
