Fighting Spirit Merchant?

Hi there, i was wondering about the fighting spirit coins we get from Chaos Castle. It says that i can be used at the "fighting Spirit Merchant in Orhdor". However, i can't seem to locate said merchant. Sorry if it is a noob question, would like some info please and thank you.

Fighters token can be used on PVP merchant on Commercial District, beside the Endless tower merchant.

The merchant isnt in game yet. I read it will be added within a month or so on discord
